Because Alan Moore is past his prime...

Brian K. Vaughn, without any doubt. He has written at least two epic series (Y: The Last Man & Ex Machina) that are far better than anything anyone else on this list can claim, save for Moore.

And Ed Brubaker is winning this thing, with BKV only getting my vote? REALLY?? What is wrong with you people?

Alan Moore is past his prime, but is the best writer here by far...having said that Grant Morrison is the best of the other writers...I love Ex-Machina and Y, but The Invisibles, Doom Patrol, Arkham Asylum, JLA, WE3, and even the Seven Soldiers stuff is right there with them...Morrison rules.(Ellis should be on this list too).
