My wife and I just watched the video, and here's our take:
Billy Bob got pissed when the interviewer introduced him through his movie career (which really wasn't made into a big deal), and his bandmates knew it. They looked uncomfortable right from the get-go. So then Billy ****s around with the interviewer by acting stoned and completely off-topic.
Then we have the "blow-up", and he still decides to be a total douche.
Bet you any amount of money they had the drums there but Billy Bob was being stubborn.
