I'm not sure they will all go up massively. At least not at first.
I firmly believe these are likely going to be the only 1/6 GB available for quite some time so that alone may be why they may ultimately rise in price on the secondary market, but I believe that many people who got these got four and three packs, so I think there will be a lot of individual ones still in circulation that will probably still be available for purchase at retail from many distributors for awhile. I don't think the individual figures, with perhaps the exception of Winston and maybe Venkman, are in danger of selling out any time soon.
Someone mentioned that BW may have compensated for the lack of Winston in the 3-pack by fabricating more individual Winston figures, but I disagree with this. They probably knew he'd be the least popular as far as single sales go, so I don't see them making a surplus of him compared to the other three in anticipation that buyers of the 3-pack might eventually want him. As far as the singles go, I think they made the same amount for each character, but there's obviously a pack that's dedicated to his absence in roughly the first half of the film, so there's more of the other three that are produced.
End result, the priciest on the secondary market I think will be Winston by virtue of there not being as much of him in circulation as the other three and he may become sought after when buyers of the 3-pack perhaps feel that there something missing from their set, and then Venkman just because he's arguably the most popular GB, so people who only want to get one figure will most likely choose him.
On the subject of value I believe they will all go up massively, especially Venkman and Winston - Venkman because he's the one people are most likely to buy as a representative of the film for their shelves, Winston because there will be less of him and people will want to round out the set.
I think a lot of the photos are misleading because they're close ups. When you look at the shots of all four of them from a little distance they look awesome as a foursome. Three only works as a representation of the hotel scene. I totally understand why the three pack was attractive for cost reasons but without Winston there will always be a sense of something missing.
