A pretty fine line to exclude something like Transformers but include Marvel Studios, Hellboy, Harry Potter, and Lord of the Rings, based on your rule that it had to be a movie first. But putting that aside, I also have a hard time thinking about action figure lines that were really great and extensive from movies. The Hot Toys Marvel stuff and NECA were the first that jumped to my mind. Though not as familiar to a mass audience, I am also personally a fan of the Medicom Kubrick Star Wars line, which was pretty extensive, and led to some great figures that were cool, stylized distillations of the source.
 
I didn't say it HAD to be a movie first before other media - that would leave almost nothing to choose from. I said "either movies first, or predominately movies.". Transformers is really easy for me to leave out - they were toys first and foremost. The films are merely an attempt to make money off an already successful toy line, making their inclusion here counter to the point.

I also see where the idea of 'movies first' might confuse you - in this context I don't mean movies before they were books, or comics, or other media. I mean they were movies first then toys, not toys first then movies.
