I think you're right, but then the report was badly worded. Calling something a "last wish" implies that it was the last thing someone asked for as they realized they were about to die, such as a dying soldier asking his buddy to take care of his family.

When people are leaving home for the day, they don't normally make comments like "Oh, if I die today, make sure you stand my body up at my wake". Well, at least I don't .
