Not literally the first-ever model sheet created.
When they say "original model sheet designs", they are refering to the model sheet on which the animation studios based their drawings to bring the episodes to life.
For example, BTAS Joker had several model sheet designs until the definitive look for the show was picked.
The Kenner BTAS Joker is based on the very early Joker model sheet, which never made it to the show. That's why that figure is wrong.
The DCC BTAS Joker is based on the final model sheet, which is the one we see on the show and on MOTP; the correct look.
As for Scarecrow, his second (and definitive) costume/look does have its original model sheet:
When DCC make the BTAS Scarecrow, I'm sure they'll go with this look, which is the definitive one.
I see no reason to base the figure on an one-episode-only look.
Not sure. DCC seem to be sticking with using the original model sheet designs for the figures, which for Scarecrow was his first appearance 'sack head' look. I prefer the second look myself, so hopefully they'd do that one as a second swappable head. There's always a chance they'd just re-use the same body and release two different figures with different heads though....
