I like where you're going with him; the green color and hair just scream comic Two-Face.

My only critique would be that the scarred side doesn't look angry; which you usually get with Two-face. I think adding a bit of an arch to the eye socket, or maybe doing something more with the mouth would go a long way. As it is the scarred side looks almost sad.

Yes resculpting the brows is a very good idea!
