I use the Magnetic Lasso tool to select just the hair by guiding the mouse over the borders of the hair and clicking points every few seconds to keep it on track and then I return to the starting point. To make it lighter I choose white for the Brush Tool and made it large enough to cover the hair in one click. Then I reduced the Opacity to decrease the amount of white that comes out and stopped at the shade that looked right.

You can use the Brush Tool the same way. Just pick a shade of blue, enlarge the brush to cover the entire image and lower the Opacity.

Her hair...............come on............her hair.............i guess people have to try and find something wrong with every statue. Her hair is fine............if you do not buy a statue because the hair sculpt is so darn unbearable.............ah nevermind..........
