As I've said before, if I wanted to go wide and appeal to as many fans as possible all at once, I'd be kicking off my plans with all the Captains first, at least for TOS, TNG, DS9, Voyager and Enterprise (best choice for the new era shows like Discovery and Picard is a harder call imo...also depending on what shows/movies the initial focus is on), as that would be both a valid display/collection in itself, and also act as a gateway drug to temp people into starting/collecting other lines/shows they otherwise may have skipped once the line(s) start to widen out afterwards.
Also, I just think it's harder to launch each Trek show sub-line with anyone other than the Captain, as in the early days people are always worried if a line will last, or if they might end up with only a couple of characters before things fall over. And while Captains can always stand alone or in force and still look good in my view, few other characters, even beloved ones, can do likewise working as solo or hodgepodge cross-show representation.
Still, that's just me. What EXO-6 will do, who knows. Guess we'll find out soon.
