I agree in a sense. However, they don't dish out 10's as much are you are insinuating. Here is a list of games they have given 10's to going back over 10 years. That's only 12 titles out of the thousands that have come out.

I liked it too, but perfect score worthy and without issues on release it was not.
Besides, did anyone think IGN was going to rate this any way other than how they have? It's IGN. They've never met a triple A title they couldn't over-hype.
