why does HT always do this. The Hoth Leia is a cool figure. I will not pick it up but glad for all who have been waiting for it. But when they have a home run like Jedi luke and a Hoth Leia and they choose to release Leia first?

I would have have been really surprised if they did both or luke instead of leia. I think it's kind of HT way of paying respect.

Hoth Leia seems like a home run to me as well.
Although this May 4th was a bit lacking compared to last year's. One figure as compared to three (ESB Yoda and TFA Han and Chewie, correct me if there was more).

Carrie Fisher recently died, pretty obvious why her for May the 4th, and they probably wanted to give a figure of her lone attention.
HT has also already released or announced 5 different Luke figures (Bespin, Farmboy, Stormtrooper, TFA, ROTJ). So someone complaining about a second Leia should maybe reflect a bit.

There was also the 1/4 scale Kylo Ren unmasked. He hasn't been released or even available for preorder but he was shown at last years SDCC.

The point is HT always seems to take the most demanded figure from a line and either not make it or make it last. Out of all those Luke's which one you really think people would want the most.....Uh the JEDI LUKE!!!!
