I'm confident she's coming... Howard said in that recent interview he did that her and the Throne Jack would be coming. He did say she was coming soon but I really don't know their definition of what soon means..

I am just hoping that since they took so long on her that she comes out looking perfect.

Penelope wears three costumes...the you one pictured, a blue coat, a maroon chemise, and of course her lookalike Jack...lol.

I could be wrong, but if I remember correctly hot toys said in an interview they had no plans to make Barbossa.
