I understand the gist of what you're saying, but that's just the idealized image. Which is perfectly fine, but No, in my perfect Empire, Stormtroopers are human recruits who vary in height. They have names, histories, lives, and an unwavering loyalty to the Empire out of fear, necessity, patriotism, discipline, or a combination thereof.
One of my favorite short stories was in the Star Wars Tales comics. It was about the life of the Stormtrooper that gets shot and killed by Leia on the Tantive IV. How he came to be recruited, how he was trained to be a Stormtrooper. Yeah, maybe I'm in the minority, but the so called faceless troopers and pilots of the Empire have always captivated me far more than the names characters ever have.
So I like having Stormtroopers that are different heights. It feels more real to me; gives them character. Plus the short Stormtrooper isn't that short, and everyone has the option not to buy him. I for one will get a pair of two packs and happily display them all together.

One of the un-mended pockmarks of the OT is they created the impression that stormtroopers are all clones. Only during the PT era. In SW they had different height and voices.
The simple truth, both on Earth and even far away planets, is it will always be cheaper to draft the underclass of society into military service than grow a clone. History is filled with examples of undertrained poor people who were stuck in uniforms and given guns and pressed into combat.
The Empire doesn't need clones. They only need surplus hungry mouths.
