I just saw this photograph and really admired it. I want to make my own female character but alas, there is no one who could help me. Can anyone tell me about the materials which have been used and what paint to use? Thanks.

Looks like a seamless Body with a headsculpt that enterbay probably did... Tbh if your wanting to replicate something like it, total costs would be around $250 somewhere around there. Since a body like that goes for $129 (Hot Body), headsculpt with real hair $60 (Kumik), random supplies:
aves apoxies sculpt for hair $20
fabric $7-20

Oh and best paint would be Vajello and Wicked for airbrush apps. For rubber body:
