I don't know what's going on with his eyebrow thingy. Red Hulk 44, he and Ross clearly have eye brow. Red Hulk 43 somewhat ify with his dark eye and the way he's drawn but he does have it. Red Hulk 3, he got some eyebrow, LOL. But most of the time, it seems, he's eyebrowless.
