The Hulk's size has varied so much over the years that this is a very valid thing to say. The angrier he gets, the stronger (and larger) he gets.

That Hulk PF is a 1/4 scale representation of the classic Hulk from the early days of the Marvel U, when he topped out at around 8-9 feet in height. His size became more exaggerated in later years, and he now can be seen towering between 10-12 feet, depending on how mad he gets.
