I guess so. I just dont see the point of sound effects coming from my phone. Do the buttons change the display of the phone? like the freeze button makes a freezing sound and then all your app icons are frozen looking?

That's actually a pretty cool idea but no, it doesn't do that. At this time, only the button itself changes when pressed. I may update the functionality over the next couple of months.

Basically, you need to know enough objective C to be dangerous, but you can use webkit as well.

As for making an app, here are the steps:
1. Planning - think of a good idea and the layout
2. Design - Usually Photoshop to make all the images, backgrounds, layers, etc.
3. Development - Objective C, make it actually work
4. Release and Market it
