While SS has done a great job with GIJoe, I think HT would have made them better.
I still think Dragon would have made a great affordable GIJoe line.
If HT'd done the Joe line, they'd already be finished with it and we'd have likely only gotten Snake Eyes, Stormshadow, Duke and CC before their ADHD kicked in and they ran to find some other underwhelming film to produce figures from. As far as Dragon, you're right. However, the annoying "click-click-click" every time one was posed would drive me crazy!
I think there's enough love for the original 13 that if they made two fairly similar looking figures at once both would sell. This line works on several different levels but the biggest one is the nostaligia behind the brand.

I actually think they should've started their line like Hasbro did back in the day, releasing the greenshirts first and a Commando Snake Eyes. Then maybe hooded CC as a Con Ex and Battle Helmet as a regular. The Troopers would've sold even faster as army builders with freaks looking to even out the display with Cobras. Additionally, not only would we be excited at figuring out which figure from the follow-up wave was coming first, but the momentum would've likely built just the same as back when Hasbro did it.

It might make sense to hold pre-orders for two similar figures at the same time, but if people don't want both, having to buy two near identical figures might not fly.
Tomax and Xamot notwithstanding. They would work.
