Commissioner Gordon and Chief O’Hara? What's next Aunt B? I think for my own sanity, Alfred is where I need draw the line on civilians. Maybe; Wayne and Grayson.
Yet the two most incompetent, literal most cop-out cops in fiction - we better call someone else to do our jobs - even as a gag, I can't see making room for those two on display. :lol

After Batgirl, I think this lines strength has to remain the over-the-top villains and goons, even the most obscure ones)

OK, y'all know I don't want King Tut personally... but if it came down to Gordon and O'Hara, then I would definitely want Tut over them. And I don't want Tut. Sorry.

Let's get back to the fact we still don't have Penguin. Or even a printed sculpt of Newmar (Catwoman).

Then, what about Batgirl? I'd much prefer her to Tut, Gordon or O'Hara.

And Mr. Freeze? Come on, Freeze was awesome. He'd be very welcome in with the Felonious Foursome.

Then Egghead... and Mad Hatter...

But given its taken 3 years for Penguin, and the first image was a nearly complete figure, I'd say there's plenty for Mars to do and we still have a long wait.
