I think the customer is responsible if they just change their mind. If the item is significantly different from what was advertised, I think SSC will usually cover the costs.

If I were living outside the U.S., and had to deal with customs charges issues that SSC would not cover, I would probably hesitate to pre-order anything at this point, NRD or not. Too much of a crap shoot as to what you're going to get with their products, so if you have to send it back, it could be a real pricey undertaking with nothing to show for it.

if the customer claims significant difference, ss will issue a refund for the NRD just one time as a courtesy. they may or may not cover return shipping if the item has already shipped to the buyer.
