Errr it's not filmation so I can't decide yet. I may wait until a ES to decide on this since I really only want a filmation battle cat to go with my he man.

I haven't seen an official response saying it isn't (I haven't really looked so maybe) but earlier when people said it was they were just assuming and like I said previously I doubt that that would be the case. The exclusive for he-man will probably be the axe if I had to guess ><

No official word, but yes, the most common theory is that Battle Cat and He-Man will be separate releases -- and by 'exclusive', they mean that Battle Cat will only be available at PCS, whereas He-Man will be carried by other retailers as well.

Yeah I definitely think it will be exclusive to PCS as it's likely part of it's "expensive not-1:1-bust stuff" line. And have a ES to match that (edit: except for some foreign retailers like popcultcha and simplytoys).
