Seems there a glitch to get the eevee evolution you want. Change the nickname for eevee to Sparky for Jolteon, Rainer for Vaporeon, Pyro for Flareon. I currently have all three now.

I've caught bulbasaur and charmander but have not encountered my starter squirtle anywhere either.
