Makes perfect sense.

People think they want a hulk movie but what they really want is just hulk smashing stuff, and you can't have a movie just about smashing stuff. Both previous Hulk movies are disliked because they're more than just action.

HULK (2003) was so ahead of it's time, people disliked it becuase they went in expecting 90 mins of "Hulk Smash" when in fact it was an actual movie.
