Cant access the Rockstar servers for the Assassin outfit dlc.

That happened to me last night when I came home from the midnight release. I figured it was just to early and maybe the servers werent up yet or something. I guess I wait.

anyone know how to use the dead eye effectively? i know how to activate it ( aim + R3 ) but I dont know how to paint targets and shoot them all. any advice?

That's when you earn the Level 2 Dead Eye. I don't know how to do that, I assume it's a reward for completing missions.
