Looks like it's a bob cut under that hood.
Well it matters to Bio. I'm guessing your going to create a fabric hood right? It would matter what hair is on the head if you ever decide to pull it down.

It's probably the bobcut from the "Clubbin'" Outfit, just changed to her natural hair color instead of blonde.
I think a longer hair, maybe shoulder length would do... but it needs to be messy looking but not like all over the place. Like a slightly longer length than Jill's but not swept to one side, and it should have layers.
Sheva is actually one of the prettier females of the series, I think so anyway.
