Yea, they wait for Vader to undress out of his Sunday best and steal it cause the plans are in his pocket. That is why he reverts to the old and busted outfit in ANH.

The only thing they could use against AT-AT was an ion cannon but it was too bussy with Star Destroyers.
Even the snowspeeders were just transport vehicles.
Rebels never had good defence on their tactical bases tho. They weren't as important as the fleet.
