Im not by any means saying dont do them, but I want the main characters and villains first, before they risk the line going under. It may be popular now, but all it takes is one or two bad sales for them to drop the line. It happened to one piece, and almost happened with dbz once before, and believe it or not, it was Vegeta that caused it!
So yeah, once we have at least one Buu and hopefully an adult and Kid Gohan, then bring out Tien, Yamcha etc.

Out of what comes off as a genuine love of the line, I get your point.
But I think, and that's also literally what happened to me, the initial run of them using manga colours put off the general DBZ crowd who know DBZ from the anime. As I said, this is literally the reason I didn't start collecting this line at first. Yes Vegeta was in mutual colours, but he still was only one compared to three manga version of which I, sorry to say this, only find Goku to be a descent representation of what most know DBZ from (the anime). So I think we're only now seeing a lot of anime fans, arguably the largest crowd, developing interest in this line. Again, Trunks was what pulled me in a year ago because he was so spot on like the anime (sidestepping the height/scale discussion here).
I think Tamashii realises this too and them releasing anime versions kinda solidifies that view.
Why do I say all this? Because I think that now the line is tapping (more and more) into the largest pool of DBZ fans there's less of a danger of this line getting canceled. Look at the scalping prices people are PAYING now. Look at quote-unquote famous youtube reviewers spreading the word about this line (I saw Trunks the first time in a video by a guy called Boognice10, a major name in Marvel Legends collecting which I did back then). I still see people, lots of them in comments, NOW asking "Where the hell do I get these?"
I really don't feel we should be worried, but I understand your cautious attitude nonetheless. I just gauge it differently.
To those however who say that Tien & Yamcha are worthless characters: only someone who's mostly a fan of the Buu saga would say that. Tien, Choatzu and Yamcha ganging with Piccolo, Gohan and Krillin was fantastic against Nappa. Kids at my school would argue about who could be them when roleplaying. Tien's stalling of Imperfect Cell was a fantastic moment in that entire period. And all of them at least standing up to Cell and trying to help Gohan in the last battle in the Cell games is in fact my favourite moment in the entire series. Tien and Yamcha resemble underdogs who bring in their own popularity from Dragonball, many people love those dudes because they relate to them.
I sincerely DO NOT think it's a mistake to release T&Y as soon as next year. In fact, I think it will DRAW in more crowd, because Tamashii'd show they're seriously investing in this line, which is a positive sign to us consumers that we can trust in its survival and ergo invest in it on our behalf.
T&Y are genuinely popular characters and they fit the current sagas if they get a Cell period appearance.
Regarding the Buu period: DRAGONBALL (Z) KAI! They've started production on the Buu period, I'll bet you the Figuarts line will be around when they start and we'll see Buu characters to accompany the show's momentum. I always had the idea they started with the Cell period because that's where Kai was.
I'm normally quite cautious, but I feel pretty optimistic about this line staying alive, having said all this.
