Yep! There's another pair for his biceps but they didn't make the shot.
I don't think he is based off of any specific version. He is more an amalgamation of various existing versions and stuff thought up by Sideshow. The comic versions changed with the action figure versions released.

Sorry for my lack of knowledge guys, but what Snake Eyes version is the Sideshow Snake Eyes based off of? I don't remember Snake Eyes having a tactical vest. Is he based off of a comic version?
He's based off of the second version, but more off of Bradstreet's (artist) modernization of that version.

It's funny. Given that he's carrying an Uzi as his primary in that illustration, I wonder what he keeps in the pouches of the ChiCom SKS bandolier, since the pouches aren't nearly long enough for UZI mags.
