That's because it's Seth MacFarlane doing the voice of the Emperor. He does the voice of Quagmire on Family Guy as well as most of the other voices.

Great skit....I always wondered what the Emperor's real reaction was to the destruction of the Death Star.


My theory is that there was always two Death Stars being built at pretty much the same time anyway. One started a bit earlier than the other, if we use the ROTS as a measuring stick it takes many years to build, might as well build two if you have the resources.
