Kirkman already said the Gov is dead. He's NOT coming back, unless its as a walker.

I pulled a you, and got the treads mixed up. 
1. “Carol will definitely return before the end of the season.”
2. “The Sanctuary, which was discussed in that radio message, will come into play.”
3. “Via flashbacks, there will be glimpses into the lives of our favorite characters, likely including Michonne” to potentially explore her past as a mother.
We have reported on these topics in the past. Carol was seen filming with Ty, the sisters, the other children and the twins who play Judith.
We reported about the sanctuary sign and how most filming locations were on or around train tracks. Possibly following the tracks to the sanctuary.
It was reported that Danai aka Michonne was seen filming in Senoia with children. This was reported as possibly being a flashback with her and her daughters.

They had stayed at the church for a few.
They are also at the sanctuary for awhile, actually starting to feel normal before Negan comes into the picture.

Posted this in the other thread, but it might be worthwhile chiming in here where it can be discussed openly
in the comics, the kids that Carol adopted, one of them killed his brother. Mutilated would be the better word. Carl kills him in the night, he'd essentially been desensitised to violence. Replace brothers with one of the girls that Carol adopted on the show and I think it's pretty much the same. Plus, the kid was killing animals first and cutting them up, we've already seen that, and then you have the question of 'is Carl just like Carol' and can Rick justify not exiling his own son?
This would then build tension between Rick and Daryl as Daryl may start to see Rick as being hypocritical
And as far as kids killing kids is concerned, I can imagine that being fairly controversial outside of battle royale
