Sideshow gave the Sniper a Officer chevron on the helmet but still has the Trooper Cobra pins on the collar. So I don't think they even know. I don;t have his filecard handy, anyone else?

Would a COBRA Sniper be assigning orders to COBRA Troopers and COBRA Vipers (due to no COBRA Officer being available) or would the COBRA Sniper be the same rank & file as COBRA Troopers & COBRA Vipers . . . unless a COBRA Sniper OR Viper is designated as a squad leader because a COBRA Viper is > a COBRA Trooper.

Probably a mistaken order from his supplier, and Cobra received a number of helmets in black instead of blue. Cobra Commander refused to pay or send them back, and that's how the Snipers get outfitted.

Then again, that is a mixture of ranks AND specialties/designators/NEC's/warfare areas (whatever your preference).
Any officer in a true military outranks the enlisted personnel. If, in the world of GI Joe, "Viper", "Sniper" and "Trooper" are considered ranks, you know who is above who. If not, it depends on the rank of the individuals within those specialties.
I never really thought about it that much, but GI Joe didn't seem to stress rank, just specialties or warfare areas.

More often than not, while interacting with the BN they're attached to, SpecOps often have their own orders. So they would be outside of the scope of a normal chain of command and don't need to follow the orders given by the company CO if it interferes with their objective.
