The weird thing about Episode IX for me is that I swear Disney officially announced Johnson as directing both Episode 8 and 9. Did Johnson back out of 9? Or was he never fully attached?

No, he was never attached to direct, only to work the first script (which will actually just be a full Treatment).
Unfortunately, Kennedy's other choice for SW director has gone off to make Batman movies... I still can't figure out how we got Trevorrow, though. Other than, again, the simple fact that JW made gobs of money. But that's just such a different convention that all of the other hires.
