They show a awsome Preview, but it on PO, wait like 3 years to release it so no one can fully remember how the preview looked like and then release it with mayor changes...

Most likely because they are unable to provide a true date and know that if it is more than the allowed number of days for a pre-order they will need to refund the dollars.
