I don't know if some of these count, but at least as far as having different villains and not just one...

there are more but those are the ones that I think are good ones (off the top of my head). Some of those may only have one "villain" according to some people, but I think even lower-level villains or henchman that stand out count as separate villains.

I'm talking about villains that need to be introduced to the audience. To have an origin that needs to be explained, etc. "Super-Villains", not just bad guys.
Dark Knight didn't have 6 villains, it had two- Two-Face and Joker. Are you counting the organized crime guys as villains?
X-Men had Magneto as the big bad. The rest were just basically in with him. If he wasn't there, they wouldn't be either.
X-Men FC had Kevin Bacon as the bb, the rest see above.
Superman2 had the Kryptonians who were introduced in the first movie.Their backstory was explained in STM, and Luthor was really just helping them, not really the bb.
Madarin might have counted as the villain if not for the twist, so it was really Guy Pearce's character who was the bb(I guess).
Batman Returns really just had two-the posters even said that-"The Bat, the Cat and the Bird", and having two villains in that hurt it more than helped it. See also Batman Forever and Batman and Robin.
The biggest complaint (among others) in Spider-man 3 was too many villains. Why would they repeat that? Is Electro not a big enough threat to carry a movie?
It really doen't make a difference either way at this point. We'll see if Webb's instincts were correct soon enough.
By that logic, then Rhino doesn’t count as a “villain”. He will only be in the movie for four minutes. The “real” villains will be Electro and Goblin.
Unless his whole plot is tied into Oscorp, he counts (on a Venom-level). Electro counts because this movie is essentially his origin story (Sandman). I'll go out on a limb and say Harry's revenge story happens here too, so he'll count as a third (X-Games Goblin). The similarities are all there.

Electro looks awesome in action.
If you guys remember the mtv show this reminds me a lot of that episode. Electro was a loser in that show as well who was sympathetic and spidey didn't want to fight him.

Rhino is most likely being set up for the next film, Venom on the other hand had a beginning and end, which also bother a lot of fans.

Despite the fun, innocent acronym, DUMBO, Brooklyn was the scene of an old-fashioned gun battle today when factions of the Russian mob and The Big Man’s gang escalated their ongoing war for control of the city’s organized crime, culminating in a dramatic shootout along Jay Street that left three dead and the police scrambling for answers.
Despite the tragic outcome, police found a silver lining as security camera footage captured the first visual confirmation of the reputed Big Man leaving the scene with his crew (the Enforcers). Police spokesman, Major Crimes Unit Sergeant Stan Carter, said the image would not be revealed to the general public until the department’s analysis of the footage was completed.
Sources indicate that the video footage confirmed the involvement of the Big Man’s Enforcers, including Fancy Dan Brito, Jackson Montana Brice and Raymond “The Ox” Bloch, all of whom were out on bail from previous criminal charges. The police identified the victims as Anatoly Melikov, Gennady Panarin, and Evgeny Teryoshin, all reputed members of Alexsei Sytsevich’s Brighton Breach crew.
