Yeah, that is the same guy.

Eh, I say give us a villain that we have not seen Batman go up against on the big screen. Batman has a plentiful gallery of foes. Personally, I would love to see Bats go against Deathstroke. But hey, I could go for others too like Hugo Strange, Clayface, Mad Hatter, Killer Croc, Black Mask, etc. Give us something we haven't seen before is what I say.

Penguin is going to have a black and white beard and wings tatted on his back and artic tatted on his forehead . He will not have his monacle but instead have shades and a gold grill with a fedora. Also an umbrella shaped machine gun.

I'm going to try keeping an open mind about this, but there's no way anything will top muh Danny. I could see him playing something like TNBA Penguin.

I have a little bit of hope.

That's a surprisingly accurate description. I thought he was okay, but they definitely blew it. Leto would've been great as a more "classic" Joker.
