Agreed; libel is a private, case-by-case legal matter, governments should stay out of that.
If she has a pass to get on movie sets she is definitely considered “press“ in that sense. I dont really follow her well enough to know if she is or not
Even kids running 'zines (or the contemporary equivalent, I'm showing my age) get access to sets and events. If I were a Disney executive, I wouldn't want to fuel her content stream by responding to her. It's not like she's spreading allegations of abuse and assault -- she's spreading unsubstantiated rumours that don't hold up to casual scrutiny.
I'll admit there is a non-zero chance she is correct, because show business is weird...but unless I see incontrovertible proof, I will confidently bet against her.
Occam's Razor: the simplest solution is that the show-runners are following a strong formula for fantasy proven by GoT. No conflict necessary.
