Are the wait list conversion only the result of canceled orders or does Sideshow hold back a certain number for replacement purposes and release them after they are no longer necessary?

Both. But these are due to cancelations. There will be more to come though.

I think Sideshow has extras that are unnumbered as replacements. I received a Leia PF replacement and Negative Zone Spidey replacement and both had the same edition number.
