Could you clarify what you're talking about?
The Classics line - as in the highly articulated turtles recently released - are based on the old cartoon. They have almost no paint at all, because they're meant to emulate the look of the cartoon, which doesn't really use shading or texturing.
If you're talking about the original Classics - as in the very first line of turtles ever released in the 80s - well, those were the 80s, and paint applications were minimal and simplistic.
As you can see, it wouldn't make a lot of sense if there were "better" paint applications on the recent Classics.
Whereas the Movie Classics need them, because that's what they're supposed to look like.
Ugh! Post the movie 1 turtles not the the more light hearted movie 2 turtles. They lightened there features in the second movie because moms *****ed about them looking to scary. Each movie they looked worse and worse. By the third movie they looked like ****. Movie 1 turtles looked badass and very real even to this day.
