Could it be that this is just a (not so new) way to drum up alittle added publicity to S3, seeing as the tone for this is supposedly darker.

The rules regarding Celebrities & Public Figures is you can only photograph them at public events, press conferences and screens etc. Not as they walk down the street, buy coffee or out eating etc. That's why Johnny Depp lives there and George Clooney lives in Italy... They get respect for their privacy. If I was a celebrity that were I'd live, if not in Australia, who's media is becoming a bit American...
