Probably for the same reason that every time there’s one of those “wish list” figure threads, it’s the same stuff being asked for…
Because only a small handful of the old boys care about those properties?

Why has no company done a licensed version of this figure? HT would rather do yet another Ledger Joker to show they can produce something as good as IA - how about doing something new instead !!
According to InArt, it’s an actual stipulation for that specific movie license that a product has to be priced at $1K minimum in order to get the green light.
Don’t know how or why that was agreed.

The license is very particular about the products being allowed to be made. There's supposedly a minimum $1k MSRP for collectible products to be made from this movie which is why, so far, we've only seen really expensive statues and busts being made. InArt will supposedly be making a $1k set for their JOKER movie figure. Considering that I believe no “toys" are allowed to be made from this film, the fact that "toys" is in the company name of Hot Toys, they're probably out of the running anyway plus they probably can't or more like don't want to put out a $1k 1/6 figure just yet. They're barely getting into the rooted hair and every figure having moveable eyes scene as it is.

If I remember correctly, it's to stop any "toys" from being made. I think, at the time, there was every move made so that JOKER was taken as a serious drama that just happened to be based on a comicbook character rather than just another comicbook "blockbuster" movie. Sort of how in The Last of Us, they weren't allowed to use the word "zombie" as they feared it would take them out as an awards contender for the drama categories, so much that reviewers were threaten to not only have their TLOU screeners taken away if they said "zombies" instead of "infected" in their reviews, but would lose their relationship with HBO completely as far as receiving screeners for any future shows.
