USPS Large Frankenstein Stamp and Biographical Card Framed?

Stamp is 12 tall x 9 1/4 wide. Did any of the post offices have any promos this size does anyone know?

I do know that usps did not frame it but I am trying to find out if the Stamp and Bio Card are Promos
from the post office or Universal.

I bought it from an Individual not the USPS.

while the SMALL stamp itself is legit, there is no evidence anywhere that I have found that says the USPS made any stamps that big (12in). To me, it seems like a fan made version of the stamp, not officially licensed. If someone finds anything saying otherwise, I'd love to know.
