So can we still hope that they will make merry and pip? I think i saw a video or somewhere where they promised that this is the line where collecting all of the fellowship characters will be realized. I have everything except for merry and pip coz i trusted sideshow for their word.

Don't count on it. All you can do is contact them and complain in hopes they think there is enough money there to go ahead.
