From the very start of the film, we see Government Officials beating prisoners and abusing their powers, for no reason- something that happens every day, "good guys" not doing so "good things."
The entire film moves forward because of Waller's (a Government official) lies and deception. An allude to current times, where our country is at best incompetent. They trust "monsters" more than people to do their jobs now.
It also shows how one in the same criminals and officials are. And how closely their tactics come to being evil, the same thing we fight against. Diablo killed his family, Waller waited until Midtown was pretty much a zombie apocalypse to do anything, yet she's rewarded for doing so. How is that any better?
In other words, the government ain't so good, the bad guys aint so bad.
The entire film is an allegory for how stupid, and incompetent the entire Government/Political system is.
