If you sell on eBay you are responsible for getting the buyer their item. Doesn't matter if it's international or within the US.
If a buyer claims that they didn't receive their item all they have to do is file a INR (Items Not Received or Not as Described) Dispute and unless you have proof (i.e. Delivery Confirmation or Signature Confirmation)...you're SOL.
A seller on eBay needs to have clear and concise Terms of Sale such as; "I do not ship Internationally" or "I only ship to Confirmed Paypal addresses".
eBay has made so many changes lately it's hard keep up.
