European dealers aren't allowed to ship outside of their country anyway - and their prices are not much better than SecretCompass or any US retailer, for what it's worth.

"Advance PO for Prestige members living within selling zone".

Ok, I hear ya ...but that also includes some (if not all) official XM retailers. And those retailers have already allowed Pre-PO to their elite members.
