So when does SC put up their POs for these? Is it a certain time AFTER XM posts the POs on their site??

What I'd recommend you do is pay attention to the release date for the statue overseas. Then, whenever that release date is, email Secret Compass about a day before and ask them about when they plan to put the item up for pre-order on their website. They'll usually email you back and tell you that they'll give you a heads up (and a link to the item page) about when the statue will go up for sale before the general public, that way you have a better chance (at least a few hours, I'd guess) to get your order in before everyone else scrambles to get the few pieces they have available.
