They aren't incapable of enjoying it, but they aren't aware of the full context of their actions. There are emotional complexities to sex that a 13 year old can't understand. If they're going to jump in feet first, better to be with someone else that has no clue either. If they're dating people in their 20's, they're psychologically defenseless, and they're vulnerable to being left with the impression that getting used as a sex toy has something to do with love.

A teen doesn't have a chance to see it any other way if an adult gets to them first. That doesn't mean another teen can't screw them up too, but I don't see how they could end up any other way if they get used by an adult.

12-13 is still too young even for a boy, and like you said, is better for two kids that dont know anything to try together, than for a predatory kid to teach the other kid, the girl that was prey will become predator, and will prey on boys her age or younger, maybe even younger like 10 or 9, is just a mess,
