Underage is different in each state. Here in Ohio, legal age is 16 but I knew of 15 year olds dating 18 and 19 year olds and unless the parents file charges, nothing is said. My brother was 18 and my sister in law was 16 when they got married. She had their first child 2 months before her 17 birthday. She was FAR from an innocent child.
Edit: When I was in school, a lot of girls dated college guys. They had to get special permission to attend the prom with them.
