I don't think it is, actually. While it's not a subject to get angsty about, I think when a company advertises a product and then removes aspects of that product without notifying the customer, or even taking steps to satisfy the customer after the fact, ostensibly just sweeping the disparity under the rug like they did, it's cause for concern. It's especially disconcerting in a company known for going the extra mile in customer service.
Besides that, it's an issue of "added value." The cup, while not an essential piece to the character, is an added value piece that helps us stomach the increased cost of the figure. Look at figures like the Jedi, with all their little accessories that are good for nothing but sticking in their belts and forgetting. Having them in there is cool and adds to the feeling that you have paid a certain price for intricacy and quality.
Now think about The Emperor. A figure of superb quality, yes, but seriously lacking in accessories. Is that fair? I mean, he came with the cane, which was the only thing he really handled in the movie besides Luke's lightsaber. But we were all a little disappointed by the lack of accessories all the same. Any little bit off added value (i.e. a holo-Vader, an imperial R2 unit, a sith lightsaber, ANYTHING) would have made us feel better about the pricetag.
