Actors we will not see as figures for a while

According to HT, they will be making a Gary Oldman as Lt. Gordon figure for the 3rd Batman flick.
 
I think of the actors listed, Mel Gibson and Russel Crows, the Ozzies, will be the ones of most interest to me. Galdiator, Braveheart and The Road Warrior.

Kurt Russel and Brandon Lee have already had figures out via MacFarlane.
 
Just curious, but is there any idea why some actors and/or their representatives don't like the idea?

I'd understand not wanting your likeness to a cheap $10 figure, which'll end up in bargain bins, children's mouths, etc less glorious places and also make your face too familiar in a way (like most actors dislike appearing in ads). But not sure how a limited run of adult audience collectibles would harm your career. Or does it all just come down to having not enough money offered?

Not everything is based on greed, in fact I'd wager in most of these cases of denying rights it isn't based on money issues at all. For example, there may be ethical reasons (virtual "slave" labor or child labor in some cases - or simply low paid workers - used to make our figures, pollution generated making the figures, etc). A very real and valid concern.

But of course there are many other concerns. Signing your likeness away is a much more involved issue than most think and a company theoretically could use that likeness is ways that are not wanted by the actor depending on how the contract is worded. Think if you had a doll of you that depicted only ONE of your roles as a actor. This might be seen as unfavorable to any actor since their entire life is based on flexibility. Some don't want to be immortalized as only one character they've portrayed.
